Le Docteur Leonard Horowitz est un expert international en matière de santé publique, de sciences du comportement, de maladies nouvelles et de terrorisme bactériologique. Diplômé de Harvard, il est membre de l'équipe de chercheurs de cette université. Il est connu pour plusieurs livres à succès, dont un best-seller: "Emerging Viruses: AIDS & Ebola - Nature, Accident or Intentional?" (Les virus émergents, SIDA et Ebola - Naturels, accidentels ou intentionnels?) Ce livre a permis l'ouverture d'une enquête officielle aux Etats-Unis pour vérifier les hypothèses avancées par le Dr Horowitz.
Les travaux du Dr Horowitz concernant les risques associés aux vaccinations ont poussé au moins trois pays du Tiers-Monde à modifier leurs politiques en matière de vaccination. Le Dr Horowitz a eu l'occasion de donner un témoignage retentissant devant le Sénat des Etats-Unis.
Une semaine avant les attentats à l'anthrax, le Dr Horowitz avait officiellement averti le FBI de cette menace précise, mais il n'avait pas été écouté.
Trois mois avant les attaques du 11 septembre, le Dr Horowitz avait publié son treizième livre, intitulé, d'une manière plutôt prophétique: "Death in the Air : Globalism, Terrorism and Toxic Warfare" (Mort dans l'air: Mondialisation, Terrorisme et Guerre bactériologique). Dans ce livre, le Dr Horowitz s'en prend au "cartel pétrolier et pharmaceutique", qu'il accuse de préparer un nouveau génocide programmé.
